Inside city limits City of Cashmere Building Department

This desk covers every parcel inside the Cashmere city limits, under Community and Economic Development. It handles building, mechanical, plumbing and demolition permits, plan review, issuance and inspections, and it issues a standalone Fence Permit on its own form, separate from the building permit application, that applies at any height. The city numbers to carry around are 200 square feet for a detached tool or storage shed, 30 inches for a deck above ground, a permit for any roofed deck at all, and four feet for a retaining wall measured from the bottom of the footing to the top of the wall.

Outside the line Chelan County Community Development, Building Division

This desk covers parcels outside the Cashmere city limits, in unincorporated Chelan County. It administers the International Building, Residential, Mechanical and Fire codes and the Uniform Plumbing Code as adopted in CCC Chapter 3.04, plus the Washington State Energy Code, FEMA floodplain development permits and barrier free design. The county wrote its own permit exemption list into CCC 3.04.100 rather than taking the state default, and it runs more permissive than the city: sheds to 288 square feet, fences to seven feet, and in kind re-roofing, like material for like material.

The city and Chelan County set different numbers, so every answer below splits by which side of the line your parcel sits on.

Do I need a permit to build a shed in Cashmere?

Inside the city limits, 200 square feet is the line. Cashmere exempts a one story detached tool or storage shed, playhouse or similar use, up to that floor area.

Outside the line, the county allows 288 square feet. Chelan County wrote that exemption into CCC 3.04.100 itself, and it also names ag storage buildings and pre-fabricated temporary metal carports anchored to the ground. A permit exemption does not waive setbacks: in the city single family district a rear yard shed stays five feet off the rear and side lot lines, and eight feet where the rear yard adjoins a platted alley.

Do I need a permit for a fence in Cashmere, and how tall can it be?

Yes, and there is no height you can stay under. The City of Cashmere issues a standalone Fence Permit on its own form, separate from the building permit application.

Front yard fences top out at 42 inches, and 36 inches on a corner lot. That corner limit is measured along the right of way line from the intersection for at least 15 feet, and rear and side yard fences beyond the front yard may reach six feet. Unincorporated Chelan County runs four feet front and seven feet side and rear, and the county exempts a fence not over seven feet from a permit.

How high can a deck be before it needs a permit?

In the city, a permit starts at 30 inches above ground. Cashmere also requires a permit for any roofed deck, whatever its height.

In the county, five conditions have to hold at once. Chelan County exempts a deck only if it is 288 square feet or less, no more than 30 inches above grade at any point, unattached to the dwelling, not serving the required exit door, and not meant to carry another structure such as a hot tub. Replacing decking alone is exempt. So is a rebuild inside the existing footprint at 30 inches or less, unless that deck is meant to carry a hot tub.

What snow load does a roof or patio cover have to carry in Cashmere?

Inside the city, 40 pounds per square foot below 950 feet of elevation. Above 950 feet the city figure is your parcel elevation multiplied by 0.043.

Outside the city, the county default is 57 pounds per square foot at 950 feet or less. That is 17 pounds heavier for the same elevation band. Above 950 feet the county has you find the parcel on its GIS map, read elevation off the Contours tab and the nearest isoline off the Snow Load Criteria tab, then multiply the two, using the highest if several display.

Do I need a permit to reroof a house in Cashmere?

Inside the city, yes. Re-roofing does not appear on the Cashmere exempt work list, so the city requires a permit. Weathering is rated Severe in the city design table and ice shield underlayment is required, so the eave detail comes with the job.

Outside the city, in kind work is exempt. Chelan County allows like material for like material, asphalt shingles for asphalt shingles or a lighter roofing material. A residential re-roof overlay is exempt when it is held to two total layers, except when you are changing to a tile roof.

How long is a building permit good for once it is issued?

A City of Cashmere construction permit is good for 180 days from issuance. The period extends with each inspection performed, extensions must be requested in writing before expiration with a valid reason, and only one extension is granted per permit.

A Chelan County permit runs two years. It may be renewed once for one year past the original expiration, for a fee equal to 50 percent of the original building permit fee, provided you apply before it expires and no plan or code changes have intervened. No county permit is renewed more than once.
